Ukraine has announced sweeping reforms to its military service system in response to a deepening manpower crisis. Starting June 12, 2026, infantry soldiers will receive a record pay increase, fixed-term contracts, and a six-month demobilization window after service. The changes, approved by top military and government leaders, aim to improve morale and retention after years of continuous combat and uncertain discharge prospects.

The reforms also include simplified transfers between units and amnesty for soldiers returning from unauthorized leave. Defense Minister Mykhailo Fedorov emphasized a new system based on 'respect, justice, and clear rules.' Ukraine also plans to fill 30–50% of infantry and assault roles with foreign volunteers, signaling a strategic shift in troop composition.

The announcement coincided with ongoing Russian attacks, including artillery strikes on Sumy that killed six and injured 52. Ukrainian forces also launched drone attacks on Russian oil refineries and a rubber plant used in missile fuel production. Meanwhile, Ukraine’s Air Force warned of a high likelihood of an Oreshnik intermediate-range missile launch from Russia within the next 24 hours, underscoring the volatile backdrop for these internal changes.
